i guess grand theft vice city is better than grand theft auto san andreas as the graphics are much better than that of san andreas... i think the missions and difficulty level of san andreas is much higher than that of vice city's but the story line...
I think "panzer" is the best chest code in GTA vice city as you can go hitting cars and police can also not stop you . you just have to hit a vehicle and it will blast
